Chelsea loses director of community development

The town of Chelsea has lost another city administrator. The Sun Times News has confirmed that Chelsea’s director of community development, Julia Upfal, has been made redundant. The specific reason for Ms Upfal’s withdrawal has not yet been made public.

Ms Upfal’s departure adds another administrative post at Chelsea to fill on a list already plagued by vacancies.

The position of City Manager is open with Administrative Finance Director Amanda Garber serving as Acting City Manager. On April 25, Ms. Garber filed her notice effective May 13. According to the City Council’s May 2, 2022 filing, Ms Garber is leaving Chelsea for a position with Meridian Township and will report directly to Township Manager Frank Walsh. Walsh’s consulting firm, Walsh Municipal Services, was hired by Chelsea to lead its search for a new city manager.

According to the council agenda item, “Ms Garber and Mr Walsh have been transparent about the hiring and have offered to work with the City of Chelsea to help facilitate a smooth transition as we complete our search for a city manager.”

During the discussion, the Board expressed strong support for Ms. Garber’s decision, noting the benefits of her new position. The council and Ms Garber then agreed to a contract under which Ms Garber will continue to carry out the responsibilities of city manager on a half-time basis with half pay from May 14 until the new city manager is in place. . The city says Walsh Services should have a new city manager by mid-June.

In addition to the City Manager, Administrative Finance Director and Community Development Director, Chelsea is looking to fill its vacant City Clerk position and hire a new Chief of Police. In March, current police chief Ed Toth tendered his resignation effective August 15.

The City Manager (Acting) is the direct supervisor of the city’s administrative staff. The Sun Times News has requested comment from Ms Garber and Mayor Pacheco regarding Ms Upfal’s dismissal, but has not received a response to date.
