Brainerd Board Approves Community Development Manager Hiring Schedule – Brainerd Dispatch

BRAINERD – The town of Brainerd hopes to have a new director of community development in place by August 1.

Following the resignation of David Chanski, whose last day with the city is Friday, April 22, city council and staff members began discussing the process of hiring a replacement.

Council members Gabe Johnson and Mike O’Day serve on a hiring committee along with other city employees responsible for reviewing the job description for the director of community development and overseeing the hiring process.

Board members approved the job profile at their meeting on Monday, April 18. The Community Development Manager works under the City Administrator and oversees the Building Department and the Assistant Planner. Duties include acting as zoning administrator, supervising community development staff, developing and implementing new department programs and policies, providing information and assistance to existing and potential businesses, overseeing maintenance of city facilities and reviewing project development plans for code compliance.

The hiring range for the position is $81,162 to $93,330, with the pay range extending up to $101,442 per year under the city’s performance-based pay grid. The application period began on April 19 and will run until May 10, after which the hiring committee will review and rank applicants based on job-related criteria and select semi-finalists. Once the staff has completed the background check, the hiring committee will determine the interview process and prepare the interview materials. Semi-finalist interviews are expected to take place in late May, after which staff will negotiate a job offer and conduct pre-employment screening.

Until a new person is hired, Assistant Planner James Kramvik will serve as Acting Director of Community Development. The board approved a memorandum of understanding for Kramvik to start the temporary position on April 23.

The council has also agreed to contract with Swanson Haskamp Consulting for planning and zoning consultancy services as needed until a new community development manager is hired, as Kramvik will essentially fulfill the duties of two jobs. .

Under the agreement, consultant Jennifer Haskamp will provide a maximum of five hours per week of consulting services, with the services being paid as they are rendered. Although this expense is not budgeted, the city will save money while Chanski’s position is vacant, and this amount should be more than enough to cover the funds paid to Swanson Haskamp Consulting.

In other business on Monday, the council:

Approved an event request for the Armed Forces Freedom Festival, which will take place from 9 a.m. to 5 p.m. on May 21 in the Laurel Street parking lot.

Approved an event request for the Smiles on the ‘ssippi event, which will take place from 7 a.m. to 2 p.m. with various events at Kiwanis Park and Rotary Park. Part of East River Road will be closed for the event, which will be hosted by Smiles for Jake, the Brainerd Family YMCA and the Mississippi Headwaters Board.

Approval of a cost-sharing agreement with Crow Wing County for the construction and maintenance of the Cuyuna Lakes National Trail segment which will be adjacent to County Highway 45. The county’s participation in the project consists of authorizing work within the county right-of-way and approving crosswalks associated with the intersection of 13th Street Southeast and Laurel Street. The council also approved plans and specifications for the project, authorized staff to bid on the project, and approved a building materials trial agreement with Braun Intertec for $6,329.

Ratified hiring 2022 summer interns: Gregory Roberts, Ashton Koering and Mark Schmutzer, seasonal park maintenance; Callie Bartholomaus, Diane Roberts and Katherine Breitbach, Concessions; Brad Eisenbeis, Pamela Hayes and Joe Vreeland, adult softball umpires; Tyson Wacker, police trainee; Zarachy Sova, intern at Brainerd’s utility office. Referees will earn $30 per game, while other workers will earn between $14 and $16 per hour.

Accepted the resignation by Police Officer Steven Knisley, bringing the department down to 24 of 27 budgeted officers.

Approved a change order for the zoning code project update for an additional $5,000 to Swanson Haskamp Consulting. Because council did not adopt the final zoning code on April 4 but sent it back to the planning commission for further review, adoption will be delayed by at least two months and additional funds are needed. for consultants to help complete it. The additional funds bring the total cost of the project to $95,000 and the board has budgeted for $100,000.

Modified an agreement with Brainerd Community Action authorized on April 4 to allocate the collected funds to the nonprofit organization, in accordance with the city’s charter. The updated agreement allows the council’s liaison to the community action committee to be a voting member and indicates that the city will once again provide office space for community action at the town hall. city, if needed in the future. Council President Kelly Bevans voted against the motion, wanting to know exactly where that space would be.

Approved a request of the Brainerd Public Library Board to use $31,945 of the library fund balance to add automatic doors to the library’s main entrance.

Completed the first reading an ordinance amending the city’s liquor licensing code, allowing more than one Class 2 and Class 3 liquor license to be issued to a single person.
